In addition to main menu Edit -> Paste Special we also have keyboard shortcut Ctrl+Shift+V. As for the pop-up menu, we are trying to keep the UI simple - if we'll put all possible functionality in the UI, many users will leave this product.

Add Paste Special to right click menu.
