Here is the concept - if selected folder is expanded, new item (folder or note) created after it will be inserted as a child of it; and when it's collapsed, a new item will be inserted at a same level (a sibling).
That makes sense now, however I would expect that when I create a new folder it would be expanded by default. ie. if I'm creating a new folder, it's likely my next step would be to create a note in that folder.

Drag&drop works too, just pay attention what's X coordinate of the mouse. If you move it too far to the right (after parent’s triangle), it will become a child of it, an arrow indicator will indicate it during drag&drop. So just keep your mouse a little bit to the left-hand side to create a sibling.
